Expands standing for trade and business associations in Administrative Procedure Act cases.

The bill modifies the Administrative Procedure Act to establish a rebuttable presumption that trade and business associations have standing to request declaratory rulings from agencies. It ensures that such associations can seek judicial review if an agency fails to respond within 45 days. The presumption can be rebutted if the agency finds the association's interests are not substantially similar to those of the aggrieved party. The changes apply to declaratory rulings requested on or after July 1, 2025.
