North Carolina S367 provides $8 million in nonrecurring funds from the Education Lottery Fund for the 2025-2026 fiscal year. The Office of State Budget and Management will allocate this funding to Bennett College, Johnson C. Smith University, Livingstone College, and Shaw University. The allocation will be proportional to the number of undergraduate students from North Carolina enrolled at each institution. This funding is intended to support new and ongoing campus capital improvement projects at these Historically Black Colleges and Universities. The act becomes effective July 1, 2025.
