Allows North Carolina legislators to vote by proxy when unable to be physically present.
This bill permits members of the North Carolina General Assembly to vote by proxy when they cannot be physically present in the chamber. A qualified member must file a voting designation and access the real-time audio or audiovisual stream of each session to vote by proxy. The designated proxy must be physically located in the chamber when the vote occurs, and over half of the members must have already voted. The voting designation is valid for up to 16 weeks from the triggering event or until the member and the designated proxy are not physically co-located.
