North Carolina S31, also known as The Wells Act, requires the Legislative Library to request documentation and confirmation of activity from all boards, committees, and commissions that have not expired or been repealed. This documentation includes the current membership, last reported minutes, current bylaws, and a listing of the entities' commissions. For any board, committee, or commission that fails to respond within 120 days or has not met within the previous 12 months, the Legislative Library will add them to a list and submit it to the Joint Legislative Administrative Procedure.
