Clarifies North Carolina motor vehicle dealer laws regarding franchise terminations, dealership succession, and compensation for over-the-air.

The bill amends North Carolina's motor vehicle dealer laws to prevent unfair franchise terminations and clarify dealership succession and compensation for over-the-air products and services. It prohibits manufacturers from conditioning approval of a dealer's proposed transfer, sale, or change in executive management on the dealer's willingness to construct a new facility or renovate an existing one. It also requires manufacturers to reimburse dealers for the cost of providing loaner vehicles to customers.
