North Carolina S248 standardizes birth certificates for adoptees to resemble those of non-adoptees.

North Carolina S248 revises the process for issuing new birth certificates to adoptees. The State Registrar prepares a new birth certificate for the adoptee, containing the adoptee's full adoptive name, sex, state of birth, and date of birth, along with the full name of the adoptive father and the full maiden name of the adoptive mother. The new certificate does not reference the adoption and does not change the names of the adoptee's parents unless a joint request is made by the petitioner, the petitioner's spouse, the adoptee if age 12 or older, and any living parent whose parental rights.
