North Carolina S218 modifies the eligibility criteria for small employers to obtain stop loss, catastrophic, and reinsurance coverage. It prohibits insurers from providing such coverage to small employers with an annual attachment point for claims incurred per individual lower than twenty thousand dollars. The amount is indexed using the Consumer Price Index for Medical Services for All Urban Consumers for the South Region and adjusted annually. The act becomes effective October 1, 2025, and applies to contracts issued, renewed, or amended on or after that date.
