Foster parents in North Carolina must be notified before a juvenile is placed with a parent.

The bill ensures foster parents receive notice prior to a juvenile being placed with a parent. It mandates verbal notice to the person providing care for the juvenile at least 48 hours before the juvenile returns to the parent. The Department of Social Services must provide this notice if the clerk did not. The bill also requires the Department of Social Services to request timely hearings and ensure the person providing care for the juvenile is notified. This act becomes effective October 1, 2025.
