Requires fiscal notes for all bills proposing changes that could increase incarceration or create new state programs.

This bill mandates that fiscal notes be prepared for all bills proposing changes that could increase incarceration or create new state programs. Fiscal notes must estimate costs for the first five fiscal years of the proposed change. For state buildings, notes must estimate maintenance and operating costs for the first 20 fiscal years. The Fiscal Research Division must prepare these notes within two weeks of a request, unless an extension is agreed upon. The notes are separate from the bill and do not express legislative intent.
