North Carolina S1034 funds local judicially managed accountability and recovery courts for mental health and substance use treatment.

North Carolina S1034 allocates $4.2 million from the General Fund to the Administrative Office of the Courts starting in the 2026-2027 fiscal year. This funding supports the creation and operation of local judicially managed accountability and recovery courts, including drug treatment courts. These courts primarily serve individuals with mental health diagnoses or substance use disorders who are defendants in the criminal justice system. The courts will recommend treatment plans and monitor the progress of individuals receiving treatment. The act becomes effective July 1, 2026.
