Establishes the Affordable Housing Efficiency Grant Program to fund energy and electric upgrades in affordable multifamily housing.

The bill establishes the Affordable Housing Efficiency Grant Program within the Office of the Department of Environmental Quality. It provides grants for energy efficiency and electric building upgrades in affordable multifamily housing. Eligible buildings must have at least 50% of units occupied by households with incomes at or below 80% of the area median income. Grants can be used for energy efficiency upgrades, electric building upgrades, health and safety improvements, and project planning. Recipients must ensure upgrades comply with building codes and energy standards.
