North Carolina H990 requires landlords to provide written notice to tenants before imposing late fees on rental payments. The notice must specify the amount of the fee and the date it was imposed. The bill sets maximum late fees based on the frequency of rent payments: $15 or 5% of the monthly rent, whichever is greater, for monthly installments, and $4 or 5% of the weekly rent, whichever is greater, for weekly installments. This act applies to late fees imposed on or after October 1, 2025.
