North Carolina H969 mandates the Legislative Research Commission to study the abolition of contributory negligence. The study will assess whether eliminating contributory negligence would improve outcomes for citizens, evaluate the fiscal impacts on individuals, consumers, businesses, insurance, and other relevant areas, and recommend the most beneficial negligence framework, including modified and pure comparative negligence. The LRC will submit a report to the 2026 Regular Session of the General Assembly.
