The bill creates a State Critical Infrastructure and Construction Resiliency Fund within North Carolina's General Fund. This fund will be used to pay for new construction and infrastructure in counties affected by a disaster, as declared by the Governor. Counties within an emergency area for a Type I, II, or III disaster in the previous three fiscal years are eligible to deposit funds into the fund. The Department of Revenue will reserve five percent of the highway use tax collected from these counties each year. The Governor can use the fund for resiliency and disaster preparedness purposes.
