The North Carolina bill modifies the laws governing telephone solicitations to address robocalls. It restricts the times during which telephone solicitors and robocallers can make calls, prohibiting them before 8:00 A.M. and after 9:00 P.M. It also bans threats, intimidation, and the use of profane or obscene language. The bill prohibits telephone solicitors from causing misleading information to be transmitted to users of caller identification technologies or blocking or misrepresenting the origin of the telephone solicitation.
