Establishes the Government Agency Forum Selection Act to prioritize state court jurisdiction for civil actions involving the state or local political.

The bill enacts the Government Agency Forum Selection Act, which mandates that civil actions involving the state or local political subdivisions of North Carolina be brought in state courts. It prohibits the state or local political subdivisions from seeking to remove or consenting to removal of such actions from state to federal court. The Attorney General is restricted from initiating actions in federal court to enforce or defend state law and from advancing arguments that would invalidate state statutes.
