North Carolina H859 prohibits counties and cities from implementing guaranteed income programs.

North Carolina H859 prohibits counties and cities from adopting or enforcing any ordinance, resolution, or policy that results in payments to individuals under a guaranteed income program. A guaranteed income program is defined as one that issues unconditional cash payments on a regular basis for any purpose. Programs requiring reemployment, work, or training as conditions for payment are excluded from this definition. This act takes effect immediately upon becoming law.
