Studies alternative highway funding methods to replace or supplement the gas tax.

Examines alternative funding methods for highway construction and maintenance, including fees on electric and hybrid vehicles and a State Highway "Access User Fee" for non-diesel vehicles. The Legislative Services Officer and Joint Legislative Transportation Oversight Committee will issue a request for proposals and select a consultant to conduct the study. The study will report findings and recommendations by May 1, 2026.
