The FRESH Act

Introduced·4/8/25

The FRESH Act expands North Carolina's Home Processor Program to include refrigerated, frozen, and perishable products.

The FRESH Act directs the Department of Agriculture and Consumer Services to expand its Home Processor Program. This expansion allows program participants to produce and sell refrigerated or frozen food products, and bakery products with cream or cream cheese fillings, including cheesecakes. The Department may adopt temporary rules to implement these changes, which will remain in effect until permanent rules are established. The expanded program will still adhere to existing food safety laws and inspections.
