The North Carolina Safe Cosmetics Act bans the distribution and sale of cosmetics containing restricted substances, including heavy metals, parabens, and known carcinogens. Manufacturers must provide a certificate of compliance to the Board of Agriculture, attesting that their products do not contain these substances. If a manufacturer cannot provide such a certificate, they must notify retailers of the prohibition and provide the Board with a list of notified retailers.
