Directs the North Carolina Collaboratory to study the potential effects of proposed changes to the county tier designation system. The study will evaluate the impact of changes on county rankings and programs using the tier designation system. The Collaboratory must submit preliminary and final reports to specified committees and divisions by specified dates. The act becomes effective July 1, 2025.
