This bill amends North Carolina law to clarify the appropriate timing for considering nonrelative placement for nonsecure custody and disposition for abused, neglected, or dependent juveniles. It specifies that courts must first consider placement with a relative before considering nonrelative placement. The court may order placement with nonrelative kin or other persons with legal custody of a sibling if it is in the juvenile's best interest. The bill also mandates that the court consider whether it is in the juvenile's best interest to remain in their community of residence.
