This bill proposes a constitutional amendment to limit the Governor's authority to grant clemency in North Carolina. It requires the concurrence of the Legislature for the Governor to grant reprieves, commutations, and pardons. The amendment will be submitted to voters in the 2026 general election. If approved, the Governor must reconvene the Legislature for consideration of clemency grants; if not reconvened, the grant will fail. The amendment takes effect upon certification by the State Board of Elections.
