Expands parole eligibility for inmates sentenced to life without parole in North Carolina.
The Prison Resources Repurposing Act allows inmates sentenced to life imprisonment without parole to be eligible for parole under the Mutual Agreement Parole Program (MAPP) after serving a minimum of 20 years. Eligible inmates must complete educational, vocational, and work requirements. Parole eligibility applies retroactively and prospectively, with a modified MAPP contract of one to three years for those who have served 20 or more years by August 1, 2025. Post-release supervision lasts five years.
