North Carolina H541 allows political parties to use a top-two, same-day primary runoff method in selected primaries. This method applies to primaries for federal and state offices, excluding presidential primaries. If no candidate receives thirty percent of the first-preference votes, the top two candidates advance to a runoff. The State Board of Elections will develop a ballot design and voter education program. The act also appropriates funds for implementation, education, and training. The provisions become effective on July 1, 2025, and December 1, 2025.
