Alena's Law, part of North Carolina H537, establishes a rebuttable presumption of death if a person's disappearance coincides with a disaster declaration. This applies to disappearances lasting at least 90 days. The law also revises the Office of Vital Records to include a new position, the Chief Deputy Registrar, who will assist the Registrar in managing the office. The law is effective immediately upon enactment.
