North Carolina H490 directs the State Board of Community Colleges to revise its funding model to align with the Propel NC Funding Model. It establishes the Enrollment Increase Reserve to fund community colleges experiencing significant enrollment growth. The bill also permits community colleges to implement a tuition surcharge of up to 10% for curriculum and workforce continuing education courses. Funds from the surcharge must support instruction and cannot be used for noninstructional purposes. The bill becomes effective July 1, 2025.
