Establishes a pilot program to issue special identification cards to high school students in Mecklenburg, Randolph, Union, and Watauga Counties.

This bill creates a pilot program to issue special identification cards to eligible students in public high schools in Mecklenburg, Randolph, Union, and Watauga Counties. Students must be at least 16 years old and enrolled in a participating school to qualify. The Division of Motor Vehicles, the North Carolina Department of Public Instruction, and the governing bodies of the schools will coordinate to provide information and scheduling for students to obtain these cards. The pilot program expires on December 31, 2027.
