North Carolina H454 allows the General Assembly to review federal actions for constitutionality and prohibits implementation of unconstitutional.

North Carolina H454 provides for legislative review of federal actions to determine their constitutionality. The General Assembly can direct the Attorney General to conduct such reviews. If a federal action is deemed unconstitutional, the state, political subdivisions, and organizations receiving state funds are prohibited from implementing it. This applies to actions related to pandemics, natural resources, agriculture, land use, financial sector regulations, gun rights, and education.
