North Carolina H428 directs a study on how parental involvement can reduce student discipline issues.

North Carolina H428 mandates the Department of Public Instruction to study how parental involvement can decrease recurring student discipline issues. The study will evaluate the impact of requiring parents to attend meetings, counseling, and joint sessions with students and school personnel as conditions for returning to class after disciplinary removal. It will also consider the effects of remote instruction and other evidence-based practices. The study will exclude students with Individualized Education Plans or 504 Behavioral plans.
