The Home-Based Business Fairness Act prevents cities from prohibiting no-impact home-based businesses within their limits. These businesses must not exceed occupancy limits, generate parking issues, increase traffic, or be visible from the street. Cities can only require permits for health and safety reasons. The act does not apply if a deed or homeowners association rules prohibit such businesses.
