Recognizes rights of the Dan and Haw River ecosystems and protects the right of North Carolina residents to healthy river ecosystems.

The bill, known as the Rights of the Rivers Act, recognizes the rights of the Dan and Haw River ecosystems, including the right to naturally exist, flourish, regenerate, and evolve. It also recognizes the right of North Carolina residents to healthy, flourishing river ecosystems. The bill mandates natural resource management agencies to review existing and proposed activities, practices, or operations to identify potential or ongoing violations of the rights or provisions of this act.
