North Carolina H239 modifies the funding formula for children with disabilities in public schools by changing the allocation method. The State Board will now allocate funds based on the lesser of the number of identified children with disabilities or 13% of the sum of the allocated average daily membership in public school units. The State Education Assistance Authority must provide the Department of Public Instruction with the number of students receiving scholarship grants within each local school administrative unit by March 15 each year.
