The bill designates the Freedom Flag as a symbol of North Carolina's remembrance of the lives lost in the terrorist attacks on September 11, 2001. It authorizes the display of the Freedom Flag alongside the U.S. and North Carolina flags on public buildings and institutions, as well as county courthouses, on September 11 each year. Public offices and officials can accept donations of the Freedom Flags for display. The act becomes effective upon becoming law.
