The bill establishes the Transylvania Rural Development Authority, a separate and independent body corporate and politic. The Authority is tasked with overseeing development projects in Cherokee, Clay, Graham, Jackson, Macon, Swain, Transylvania, and Yancey counties. Members of the Authority are appointed by the Governor, the President Pro Tempore of the Senate, and the Speaker of the House of Representatives. Members are prohibited from having any interest in development projects or contracts related to the Authority. The Authority is exempt from certain environmental liability provisions.
