The Orphan Roads Maintenance Program Grant establishes a special fund within the Department of Transportation to award grants for improving subdivision streets. The grant requires the Department to set procedures and criteria for awarding funds to counties or municipalities. Once a road meets Department standards, ownership transfers to the Department or a local municipality. The grant fund is allocated $75 million for the 2025-2026 fiscal year. The grant is repealed in 2030, with any remaining balance transferred to the Highway Fund.
