North Carolina H13 amends the state's statutes to regulate the charges merchants can impose on customers for credit and debit card payments. The bill prohibits merchants from charging customers more than the merchant pays to a payment card entity for processing these payments. If a merchant advertises that it accepts credit or debit card payments, it must disclose any additional charge in the advertisement. The Secretary of Commerce can assess civil penalties for violations, up to $2,500 for the first violation and $5,000 for subsequent violations. The bill becomes effective October 1, 2025.
