North Carolina H1240 proposes a constitutional amendment to guarantee voters the right to early voting. The amendment would require county boards of elections to designate at least 14 days for early voting, establish early voting site locations, and determine staffing needs and hours. Early voting sites must be open from 8:00 A.M. until 7:30 P.M. on weekdays and 8:00 A.M. until 3:00 P.M. on the last Saturday before the election. The amendment also allows for Sunday voting with uniform opening and closing times. The General Assembly may appropriate funds to support early voting administration.
