The John Rollins Scholarship Protection Act prohibits public institutions of higher education from reducing institutional financial aid due to a student's receipt of a private scholarship. The Board of Governors of The University of North Carolina and the State Board of Community Colleges must adopt policies to enforce this requirement. The act also mandates that public institutions report the cost of attendance and the average institutional financial aid given to students with private scholarships compared to those without.
