The Datacenter Transparency Act establishes a two-year moratorium on the issuance of permits for datacenter siting, effective August 1, 2026, to August 1, 2028. It directs the North Carolina Collaboratory to study various impacts of datacenters, including on the electric grid, water supplies, wastewater treatment, air quality, noise, and property values. The Collaboratory must report its findings by December 1, 2027.
