H1095

Tier System Reevaluation

Introduced·4/29/26

North Carolina H1095 mandates state entities to develop replacement criteria for development tier designations by July 1, 2028.

North Carolina H1095 requires state departments and agencies to independently develop objective criteria to replace development tier designations by July 1, 2028. These criteria must be based on publicly available data and directly related to the purpose of the ranking. The bill allocates $1.1 million for fiscal year 2026-2027 to support this transition. The criteria must not alter the substantive purpose of any program or expand or contract eligibility except as necessary to replace the use of the development tier designations.
