Revive and expand the High-Need Retired Teachers Program in North Carolina.

The bill revives and expands the High-Need Retired Teachers Program, allowing eligible retired teachers to return to work in high-need schools. It defines a high-need retired teacher as someone who retired on or before February 1, 2019, and meets age and service requirements. Reemployed teachers won't accrue additional retirement benefits, and their earnings won't affect their retirement allowance. The bill also appropriates funds to cover the increased costs to the Teachers' and State Employees' Retirement System.
