Constitutional amendment to withhold pay for North Carolina General Assembly members if no budget is ratified by June 30.

This bill proposes a constitutional amendment to change how compensation and allowances are paid to members of the North Carolina General Assembly. If the General Assembly fails to ratify a comprehensive budget by June 30, members would forfeit their compensation and allowances from July 1 until either a budget is ratified or the legislative term ends. The amendment will be voted on by the public in the November 3, 2026, election.
