Establishes a Railroad Crossing Safety Fund to improve safety at road and railroad intersections in New Mexico.

The bill creates a Railroad Crossing Safety Fund within the state treasury to finance projects enhancing safety at intersections with roads and railroad crossings. The fund, supported by distributions, appropriations, gifts, grants, donations, and investment income, is nonreverting. Expenditures are managed by the secretary of finance and administration or their representative, with administrative costs capped at 3% of the fund's annual balance. The fund can match federal grants for safety improvements and transfer funds to the state road fund for eligible projects starting October 1, 2026.
