The bill amends the Efficient Use of Energy Act to permit the Public Regulation Commission to incorporate the value of avoided greenhouse gas emissions in the utility cost test for investor-owned electric utilities. The commission must consider public utility acquisition of cost-effective energy efficiency and load management resources to be in the public interest and direct utilities to evaluate and implement such programs.
