Establishes funds for natural disasters and non-natural disasters, and clarifies fund uses and transfers.

The bill creates the natural disaster revolving fund for loans to political subdivisions and electric cooperatives approved for federal disaster funding. It also establishes the executive order for disasters fund for non-natural disasters. The federal reimbursement revolving fund is renamed the executive order for disasters fund. The bill authorizes transfers from the appropriation contingency fund to the natural disaster revolving fund and repeals certain sections related to fund transfers and certificates of indebtedness.
