The bill establishes the "Autism and Developmental Disabilities Study Commission" to study how organizations, including hospitals, law enforcement agencies, prosecutors’ offices, and courts, train their employees to identify and interact with people with autism, Down syndrome, and other developmental disabilities. The commission will consist of seven members, including the Commissioner of Health, the Commissioner of Human Services, and members appointed by the President of the Senate, the Minority Leader of the Senate, the Speaker of the General Assembly, the Minority Leader of the General.
