Proposed constitutional amendment to require legislative districts be established to promote competition between political parties.

The proposed constitutional amendment would require the Apportionment Commission to establish legislative districts that promote competition between political parties. A "competitive district" is one in which no political party is favored to win election by more than 10 percentage points. The amendment would allow any registered voter to challenge the districts in court if they believe more competitive districts are possible. If successful, the court would order the challenger's districts to replace those established by the commission.
