New Jersey SCR50 proposes an amendment to the state constitution to ensure that money credited to the "9-1-1 System and Emergency Response Trust Fund Account" can only be used for the maintenance of the 9-1-1 system and emergency response. The amendment prohibits the Legislature from using these funds for any other purpose. Currently, these funds, which are collected from wireless and wireline telephone bills, have been used for other state expenses.
