This bill proposes a constitutional amendment to expand the powers of the Council on Local Mandates. Currently, the Council can only review laws, rules, and regulations enacted after 1996. The amendment would allow the Council to review all existing laws and regulations, regardless of when they were adopted, to identify unfunded mandates on local governments. The Council would then recommend to the Legislature which mandates should be eliminated or modified. Additionally, the Council would review pending bills to identify those that would be unfunded mandates if enacted.
